This is a French Empire, leather-topped circular table.
There are many names for such a table, and the French might call this a guéridon because it has a round top and a base supported by a pedestal.
You could call this a drum table. With the four drawers in the frieze, each with small brass knobs, you could even call it a rent table. On a country estate, such a table would sit in a stately home's entrance and contain the rents from various tenants.
Completed with excellent claw feet raised on castors. Excellent proportions.
